Our Founders 
Co-Founders and sisters, Cindy E. Downing and Kelli B. Downing-Clark spent most of their careers working in residential mental health treatment facilities with both girls and boys with a spectrum of emotional, behavioral, and mental health issues. For the past 6 years Ms. Downing and Mrs. Clark have worked solely with the most at-risk girls in Georgia. Very early in their work with these girls, they were horrified of the reality that 80-90% of the girls in their care had experienced some form of sexual molestation and/or rape. Many of these young girls had been sexually exploited by their mothers, grandfathers, and others for money to buy drugs. Another shocking reality Ms. Downing and Mrs. Clark discovered was that most of the girls they had served over the past six years had failed a minimum of 7-15 plus treatment settings and had never disclosed their experiences of sexual abuse. Through gentle prodding Ms. Downing and Mrs. Clark learned that most of the girls felt their sexual abuse was their fault and felt too ashamed to ask for help with their unspoken secret. Therefore, previous treatment attempts were ineffective in addressing the core issues facing these girls. For girls discharged to foster homes or group homes, once again, their deep rooted issues of being sexually abused and sexual exploitation was often not recognized; therefore their trauma and related issues were not treated.

The next question became abundantly clear to Ms. Downing and Mrs. Clark." Where are the facilities that tailor their services specific to these girls rendered helpless and hopeless by shame, manipulation, and fear?" Hence, the launching of Downing Clark HOPE Center. Giving the gift of HOPE to girls with such scarred hearts and wounded souls and to then see them become transformed, take back their power and to believe in a better future they cannot yet see, is the divine destiny of the Downing Clark HOPE Center.

Cindy E. Downing has a Master’s Degree in Counseling Psychology and 30 years experience working in residential treatment for youth with emotional, behavioral and mental challenges as well as those who have been victims of sexual abuse. For the past 15 years, she has served as the Chief Executive Officer for residential treatment programs in the states of Georgia, Alabama and Florida.

Kelli B. Downing Clark has owned and operated several businesses. She has served as an administrator of child care facilities and has 15 years of experience in administration for residential treatment facilities designed for youth with emotional, behavioral and mental challenges. She is passionate about investing in and restoring young girls who are victims of sexual abuse and have been commercially sexually exploited.
